Our Role

The New Zealand Insoluble Fuel Disposal Agency (NZIFDA) maintains the National Misfuel Register — ensuring compliant operators can record their compulsory disposal of hazardous fuel in New Zealand. Under the Health and Safety at Work (Hazardous Substances) Regulations 2017, businesses that dispose of hazardous substances must keep records of that disposal. The register is the mechanism through which this obligation is met for misfuel work.

NZIFDA certifies the operators and workshops authorised to file disposal events on the register, monitors their ongoing compliance, and reports non-compliant operators to WorkSafe NZ, the EPA, and regional councils.

Established 2024

NZIFDA was established in 2024 to address a fundamental gap in New Zealand's hazardous substance compliance framework. Misfuel disposal — the removal and disposal of contaminated fuel, a Class 3.1 hazardous substance — had no centralised record-keeping, no standardised compliance framework, and no accountability. Workshops had no mechanism to file compliant disposal records, consumers had no way to verify operator compliance, and enforcement authorities had no visibility into whether disposal obligations were being met. NZIFDA provides that mechanism: the National Misfuel Register, the certification framework, and the compliance infrastructure that the law requires.

What We Do

  • Maintain the National Misfuel Register: The compulsory record of hazardous fuel disposal in New Zealand. Every misfuel remediation job must be recorded on this register.
  • Certify Operators & Workshops: Independently verify and certify the operators authorised to file disposal events on the register — authorising display of the NZIFDA Mark
  • Issue Certificates of Compliance: Every filing on the register generates a Certificate of Compliance documenting the disposal method, operator, and outcome
  • Monitor Compliance: Conduct ongoing audits and investigate reports of non-compliant operators
  • Enforce Standards: Revoke certification and report non-compliance to WorkSafe NZ, the EPA, and regional councils for enforcement action
  • Protect Consumers: Ensure compliant disposal is properly documented and accessible for warranty, insurance, and legal purposes
  • Environmental Protection: Ensure proper disposal of contaminated fuel per EPA and MfE requirements
